Start the game without adding anything back as a test. Run Repair from Origin as described in the troubleshooting guide.

Rename The Sims 4 to The Sims 4.old to preserve your saves, tray, screenshots and mods folders/files. so I don't know what may cause the problem, my game has no CC installed as well. There has been no change to my computer, the problem appeared after the lastest update only. I also tried running Origin as administrator but nothing changed. I reinstalled the game but the problem is still there, no matter if I open it directly or via Origin. The Phone has gone through a bit of an OS update to a sleek. I haven't seen any The Sims 4 repack/release that even touches that folder when installing/uninstalling. It's saved to Documents\Electronic Arts\The Sims 4\Tray.
